Prepping for Google Fonts

Updated repository and sources to prepare for Google Fonts.
- Converted Overpass.glyphs back to Glyphs 2 as our build process can't process Glyphs 3 at this time.
- Cleaned up metadata in the source files. Renamed and adjusted things here and there.
- Added more metadata files (AUTHORS / CONTRIBUTERS) which should be reviewed.
- Added Makefile process with config files. Will also build on the github server.

Thanks for this @castastrophe , I wasn't sure if this should live in the project repo or not, since many people seeking the webfont may not be using scss. But, it's a way cleaner setup that I would have written, super helpful for those who need it, and not hard to trim-out either.

The web font CSS was referring to font files with the name `overpass-regular-italic` but those doesn't exist. I assume it's supposed to point to the `overpass-italic` files.

Adjustments to Overpass and Overpass Mono vertical metrics to eliminate clipping of bitmaps in Windows by harmonizing yMax and yMin values with winAscent and winDescent values.

Minor adjustments to horizontal metrics (kerning and spacing) to accommodate corrections to metrics in Heavy weights.
Added masters for Heavy and Heavy Italic to accommodate outline revisions
Outline revisions to some glyphs in Overpass Heavy weights
