Now that EVP_PKEY_ASN1_METHODs have been removed from the public API we
need to update the documentation accordingly. They still exist internally
and so some references are still appropriate in the internal documetnation.

Fixes: #1631
This changes the previously internal ossl_x509_check_certificate_times()
to be the public X509_check_certificate_times(). It adds documentation
for the new function and marks X509_cmp_time, X509_cmp_timeframe,
and X509_cmp_current_time as deprecated in 4.0, as discussed in #1631.
Since the function is now public, we can replace the remaining
uses of deprecated stuff with this function.

Encrypted Data does not support AEAD algorithms. If you wish to
use AEAD algorithms you will have to use a CMS_AuthEnvelopedData
structure. Therefore, when AEAD algorithms are used with
CMS_EncryptedData_set1_key will now return an error.

This change introduces a new public API symbol: SSL_get_peer_addr().
The change is QUIC-only, there are no changes for TLS connections
- API: add peer address query for QUIC connections
* Internal: declare/implement ossl_quic_get_peer_addr(SSL*, BIO_ADDR*)
* Public: declare/implement SSL_get_peer_addr(SSL*, BIO_ADDR*)
Rationale:
- Allow applications to retrieve the remote UDP tuple for QUIC sessions
(e.g., logging, access control, diagnostics)
Provided documentation and test cases for SSL_get_peer_addr().
Set peer via channel API on new-conn.
- In ch_on_new_conn_common(), BIO_ADDR_copy(&ch->cur_peer_addr, peer)
was replaced with ossl_quic_channel_set_peer_addr(ch, peer) so
addressed_mode is enabled at connection bring-up.
Dropped redundant peer detection in create_qc_from_incoming_conn()
The peer address is now propagated in ch_on_new_conn_common() via
ossl_quic_channel_set_peer_addr(), so the channel is already in
"addressed" mode. This also avoids querying the (unconnected) server
UDP BIO, reduces duplication, and simplifies the accept path. All
regression tests pass.

@sashan and I were discussing the usefulness of the public facing api
for NEW_TOKEN support, and he has concerns over its usefulness and our
being stuck with it if we need to make changes later. Given that it is
a convience api for using multiple CTX-es to share a cache, its fine if
we remove it for now, as that seems like a less common use case.

Add a FIPS indicator callback that can be set via
OSSL_INDICATOR_set_callback(). This callback is intended to be run
whenever a non approved algorithm check has occurred and strict checking
has been disabled.The callback may be used to
log non approved algorithms. The callback is passed a type and
description string as well as the cbarg specified in OSSL_INDICATOR_set_callback.
The return value can be either 0 or 1.
A value of 0 can be used for testing purposes to force an error to occur from the algorithm
that called the callback.
